Help Duties

Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Dallas, TX; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; San Francisco, CA. For specific locations, see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Current DOL policy requires on-site work at least 5 days per pay period. This is not a remote work position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.

The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. The Directorate of Administration, Business Management and Governance serves as the backbone of the organization, providing clear orientation and direction for OCIO staff on all administrative, financial, procurement and governance matters. IT Resource Management division oversees all financial operations, IT strategic sourcing and acquisitions for the OCIO. The Branch of IT Procurement provides IT strategic sourcing and acquisition expertise that results in streamlined purchasing and implementation of complex solutions, establishes relationships with industry vendors, and provides insight into the acquisition of cutting-edge technologies. This position will serve to provide IT acquisition expertise for contract administration and procurement support and will monitor the performance of all contractors and vendors for conformance with contract specifications.
  • Manages complex contracts for major OCIO Programs.
  • Oversees, develops, and writes statements of work, market analyses, independent government cost estimates, sole source justifications, brand name justifications, contract modifications, and other documents required for the procurement process.
  • Implements processes, procedures, and automated tools to support tracking and analysis of contract status, contract resources, services, and related deliverables.
  • Uses knowledge of personnel security requirements as prescribed by HSPD-12 and other pertinent OCIO and DOL provisions related to the area of contract personnel security.
  • Uses knowledge of computer technology status in the Department and the functions, management interrelationships, and systems of the Department's Agencies and Offices to assess and evaluate information technology needs and plan effective programs.
  • Monitors all aspects of contract work to ensure the contract's integrity, such as meeting objectives within the statement of work, deliverable deadlines, staffing requirements, and, when necessary, redirects or stops work on a contract.
  • Reviews and approves invoices, progress reports, and deliverables for accuracy. Provides guidance to contractors on all administrative matters related to their contracts.
  • Communicates interpersonally and in writing to negotiate issues, facilitate meetings, prepare critical documents, and communicate information to various stakeholders.
  • Develops negotiation strategies for supplemental agreements and modifications.
  • Performs other duties as assigned.

Qualifications

You must meet the Specialized Experience to qualify for Contract Program Support Specialist, as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes:
  • Experience applying federal contract administration policies and procedures, relevant regulations, and department rules.
  • Experience applying business and industry practices to understand customer requirements and monitor contractor performance on contracts.
  • Experience applying procurement regulations and policies to develop contracting solutions that meet stakeholders' needs.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
