Financial Systems Manager

The CSIR has a vacancy for a Financial Systems Manager in the Finance portfolio. The incumbent will support the CSIR Strategy by advising theFinancial System Owneron all financial system related matters and lead the development, implementation, support and administration of the organization's financial systems. S/he will research financial record-keeping and reporting requirements and ensures that systems are modified to meet these requirements. This position is based in Pretoria.
Key Responsibilities
- Provide financial systems advice to support strategic decision making;
- Establish best practices for financial systems use, ensure that these practices are used throughout the organization and provide training on Financial systems for all users;
- Represent the Finance portfolio at CSIR Executive and Operational committee meetings and present monthly CSIR and Finance portfolio results and performance relevant to matters of financial systems;
- Identify new administration tasks required when systems are implemented or upgraded and ensure direct reports are trained in new tasks;
- Ensure all interfaces between financial systems and other systems are appropriate and optimal and run as intended;
- Manage relationships with users and technical support staff and external consultants;
- Develop policies and procedures that govern financial system support, administration, enhancements and reporting;
- Lead and drive business requirement analysis, project management and financial systems testing;
- Lead and mentor finance systems team to build a high performing culture.
- A bachelors degree in Accounting or Finance with post graduate certificates in project management, database design, database implementation, ERP specific administration ORabachelors degree in Information Systems or IT related degree with post graduate certificates in financial management and project management;
- Internal / External Audit experience and seven years post-article experience including:
- Three years management level experience in a financial department
- Two years working experience as domain specialist or system administrator of financial ERP, imaging, workflow and reporting applications.
- Working experience on Oracle and PeopleSoft will be advantageous
- Two years working experience on advanced level of Microsoft suite
- Two years experience managing financial system projects or similar projects
- Very good knowledge of relational database design principals;
- Good programming knowledge i.e. VBA, html, sql;
- Excellent knowledge of how policies, business processes and practices impact system and control environment;
- Advanced knowledge of the functionality of the systems, the interdependencies and the interfaces;
- Knowledge and understanding of legislation requirements that might have an impact on financial applications.
