ABOUT THE ROLE

To be responsible for the day to day management of the Individualised Learner Records (ILR), including the monthly mandatory return to the UK Education and Skills funding Agency (ESFA). Ensuring that data and claims records are accurately maintained and submitted in a timely manner and data meets ESFA data quality requirements.
This role is integral to the smooth functioning of our Education Operations, blending administrative aptitude, technical troubleshooting, and effective inter-departmental coordination as well as Stakeholder Relationship Management. The ideal candidate will possess a unique blend of technical knowledge and data management with a proficiency in Google Sheets.
This role requires strong data analysis skills and an understanding of the admissions and governmental achievement regulations process. They must be able to communicate effectively, be detail-oriented, have excellent organisational skills, have a keen aptitude in data handling and analysis and be proficient in managing large data sets, as well as to be able to multi-task efficiently.
You should be energetic, professional, detail orientated and be able to adapt to and support change. An eagerness to seek knowledge and experiences, provide developmental support to the wider team with the confidence to challenge, where necessary, will underpin a positive approach to your work.
Above all, this role requires an individual with passion and determination to ensure that the accuracy and quality of organisational data can stand up to internal and external scrutiny.
RESPONSIBILITIES
Data Collection:
- Collect and compile relevant participant data, including demographics, attendance records, progress updates, and achievements, from internal databases or systems.
- You must query and/or return all non-compliant forms for correction to ensure clean accurate data is submitted and funding is optimised.
- Once you are satisfied the information is correct, you will be responsible for inputting the data onto the ILR accurately ready for submission
- Prepare and populate the ILR template with the extracted data, ensuring alignment with ILR specifications and reporting guidelines provided by the relevant regulatory bodies or authorities.
- You will be required to understand the Individual Learner Record (ILR) specification validation rules and how to apply them correctly.
- You must ensure your knowledge and understanding of how to interpret the validation rules are kept up to date.
- An understanding of the ILR and the effect of this on the funding generated for each learner through the ILR is essential, as incorrect input will have a financial risk.
- Complete Wave Sheets by inputting participant data into the designated template or system, following the prescribed format and data fields specified by the tender requirements.
- Obtain Unique Learner Numbers from The Learning Records Service as necessary.
- Investigate anomalies found in student data such as incorrect register marks or hours to ensure the college does not over or under claim funding
- Request reports from the data house to check for accuracy. Analyse excel spreadsheets of raw data showing individual student information, such as work related experience, learning hours, to ensure compliance with funding agency rules.
- Once you are satisfied the data is compliant you will input the information onto the ILR accurately.
- Verify the accuracy, consistency, and completeness of data entries in ILR and Wave Sheets through thorough review and validation processes. Address any discrepancies or errors identified during the verification process.
- Manage the submission process for ILR and Wave Sheets, ensuring adherence to submission deadlines and requirements specified by tender agreements or contracts.
- Monthly ILR funding reports are generated to assist the Senior Management Team in managing the learner number targets and therefore you must manage the timely processing, validation and tracking of learners to maintain up-to-date information.
- Maintain accurate records and documentation of all data submissions, including confirmation of submission receipts and any related correspondence or communication with tendering authorities.
- Maintain accurate and confidential records of student admissions, enrollment, and outcomes in accordance with data privacy standards.
- Implement quality assurance measures to ensure that data submissions meet regulatory standards, contractual obligations, and organisational quality benchmarks.
- Undertake audits of all learner paperwork and ILR data to ensure compliance with funding rules and audit requirements are met.
- Monitor changes to regulatory requirements, tender specifications, and reporting guidelines to ensure ongoing compliance and alignment with best practices in data submission processes.
- Ensure compliance with relevant laws, regulations, and institutional policies governing admissions and student records.
- Identify opportunities for process optimization, efficiency gains, and automation in data submission workflows.
- Propose and implement improvements to enhance the effectiveness and reliability of data submission processes.

Minimum:
- Bachelor's degree in a relevant field (e.g., data management, information systems, business administration).
- Proven experience in data management, reporting, or submission roles, preferably in a similar context (e.g., education, training, or tendering).
- Knowledge and experience of Skills Funding Agency funding guidance and
- Experience of submitting external data returns or working with large data sets, maintaining and validating data within the Higher Education Sector
- Experience of working with a large student records system in a higher education environment
- Excellent accuracy and attention to detail skills

- Up to date knowledge of Traineeship delivery and Adult Education provision
- Experience in Employer Responsive contract performance and compliance and or project management of publicly funded contracts
- Experience of assessing documents for compliance with contractual requirements and in reporting findings both verbally and written.
- Experience of complex budget management.
