This position is contingent upon project award and approval.
Primary Responsibilities:
- Leading implementation of the strategic, long-term programmatic vision of the project, including providing overall strategic direction, managerial, and technical leadership.
- Ensure technical compliance with the agreement/contract with USAID and timely delivery of project activities.
- Provide oversight on design and management of competitive grant processes and procedures to ensure alignment with project objectives and impact measurement of grant-funded projects.
- Oversee the performance of diverse project staff including Deloittes and those of the partners/sub-awardees.
- Ensure proper financial management, procurement, human resources, and logistics management in compliance with USAID and Deloittes policies.
- Manage risks of project implementation and implement risk mitigation techniques.
- Establish effective communication and coordination with key stakeholders, including local leadership, in order to implement interventions and incorporate country-wide priorities.
- Act as the primary counterpart and direct liaison for the programs Contracting Officers Representative, providing timely responses for the program, its technical and operational team, and any subcontractors on program progress, results, activities, and ongoing work.
- Oversee the program startup and closeout phases.
- Create a positive working environment for all staff and ensure fair professional growth and training opportunities for team members.
Qualifications:
- Minimum of 10 years of progressively responsible experience in a senior level role leading multi-country USAID global health or public financial management programs.
- Demonstrated experience leading capacity building for local actors, providing capacity building assistance at individual and organizational levels.
- Extensive experience working across a wide range of government, civil society, local, donor, and multilateral counterparts.
- Ability to effectively communicate and build relationships cross-culturally.
- Demonstrated experience with collecting, analyzing, and disseminating lessons learned and insights across countries.
- Excellent writing and communications skills in English.
- Demonstrated ability managing complex projects in a rapidly evolving environment with shifting local partners and multiple competing priorities.
Preferred Qualifications:
- An advanced degree in public health, health administration, international development, management, finance, or a related field.
- Leadership experience in addressing health financing and investment, public financial management, infectious disease prevention, and/or national health systems.
- Experience in program design, management and monitoring tools related to infectious disease, HIV/AIDS and TB
- Experience with management of Grants-Under-Contracts (GUCs).
- Relevant experience in South African region.
