Purpose Of The Job
To contribute and support the Group Executive: Acquisition and Supply Chain Management in leading the department to fulfil the mandate of The Armament Corporation of South Africa (ARMSCOR) to acquire defence materil and services for the DoD, and towards executive decision making in achievement of the broader corporate objectives. The Executive Manager is further responsible for the operational management of the Acquisition Department. The role has a clear responsibility for the implementation of the Acquisition strategies in contribution to Armscor's strategies and direction.
Critical Performance Areas
- The Executive Manager supports the Group Executive Manager: Acquisition and Supply Chain Management on:
- Developing all Acquisition strategies; and
- Regular reporting to the GE on progress and performance of all Acquisition objectives;
- Presenting innovative solutions and best practices in dealing with the Acquisition operational challenges.
- The Executive Manager is responsible for the total Acquisition operational function and is expected to give direction on the following:
- Provide leadership and strategic direction to the Acquisition Department and maintain the integrity of the acquisition and project management processes in line with the organisation's policies and legislation.
- Development and implementation of integrated business strategies and plans to ensure the attainment of the corporate and departmental objectives as well as external strategic developments.
- Working with key role players, identify long term strategies to ensure the continuous sustainability for the Acquisition department meeting the mandate of Armscor and engage with the Acquisition department's clients (SANDF) to establish current and future business needs.
- Provide strategic direction and leadership in establishing and growing of new business opportunities for the department and develop a strategy for business opportunities with primary and secondary clients.
- Is the nodal point for all business requirements for the Acquisition department and monitor progress and performance of requirements and intervene where required as to ensure cash flow, technical requirements, timelines and compliance standards are adhered to.
- Responsible for the risk management for the Acquisition department and contracts on behalf of the client.
- Is a member of the Armscor Authorisation committees for the approval of contract placements on local and international contractors.
- Ensure that the Defence Industrial Participation Programme is managed effectively on behalf of the DOD.
- Develop and maintain strategic networks within the client environment and executives of industry, locally and internationally.
- Develop and manage a solution driven stakeholder engagement plan.
- Ensure that divisional managers adhere to a structured stakeholder engagement plan.
- Ensure that Armscor is represented at national forums to engage and promote Armscor's position as well as the strategic direction of technology development.
- Engage with Regulatory stakeholders to ensure that Acquisition department complies with legislation and regulations.
- Collaborate with internal stakeholders to ensure that corporate objectives are met.
- Engage with stakeholders to ensure that the Acquisition Department meets all stakeholder expectations.
- Manage and monitor progress and performance of DoD requirements and intervene where required as to ensure cash flow against budget.
- Develop and manage operational Acquisition budget.
- Increase revenue from facilitating cost savings and execution of new business opportunities.

- A BSc Engineering / B Eng (Hons)
- Postgraduate Qualification in Business Administration/Executive Leadership Development
- At least 12 years post qualification experience.
- At least five years' experience operating at a senior managerial level.
- Exceptional competence in commercial contracting and negotiation of large projects
- Demonstrated ability to contribute to strategic and visionary overall business leadership to support the growth and competitiveness of a hi-tech organisation or a similar environment
- Knowledge of Defence Industry - both locally and international.
- Demonstrated ability to influence and partner within a diverse organisation to help drive business results.
