This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Finance, Program Operations Branch. This position is responsible for financial management system transactions, data entry and approval, report generation and matters of financial policy, procedures, and operations.

Help Duties
Selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Dallas, TX; and San Francisco, CA. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.
Duties include but are not limited to the following:
- Maintain a liaison with field-based customer Agencies to obtain financial data or information for adequate funds or transactions.
- Provide analysis and interpretation to field-based customer Agencies on program financial operations.
- Assist Agencies in resolving both short and long-term financial issues.
- Provide periodic reports, metrics, and analyses on financial and program information.
- Perform a variety of complex financial and accounting assignments.
- Provide support of automated government financial systems and propose system modifications to meet program and regulatory requirements.
- Conduct regular reviews of financial transactions to ensure prompt and accurate processing.
- Provide support to transit users and management by tracking monthly use invoices.
- Submit new applications, modifications, and close-outs for transit use and notify customers when the GO! Cards have arrived for pick-up.
- Manage PCS relocation program workload and provide assistance on PCS entitlement and allowance matters.
- Work with move management and real estate companies to ensure the successful and efficient relocation of staff.
- Maintain PCS accounting documentation to provide a complete audit trail through the payment lifecycle (Obligation -Accrual - Payment).
- Work with Finance managers to develop new procedures or controls that support new business processes or systems.
- Review new business process changes designed to improve operations and provide feedback to management.
- Provide advice and assistance in the improvement of financial management reporting requirements.
- Calculate and apply PCS Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) from PCS payments and report withholdings using Treasury's Tax Reporting system.
- Perform other duties as assigned.
Conditions of Employment
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
You must meet the Specialized Experience to qualify for Financial Management Specialist, as described below.
For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-12 includes: Financial Management experience managing Transit Subsidy, Administrative Check (accounts receivable), and Permanent Change of Station programs; Experience using oracle based accounting systems, as well as Treasury systems; Experience working with and providing customer service to a variety of customers.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
