Tetra Tech is recruiting an experienced Grants and Finance Specialist (GFS) to support the implementation of the USAID-administered Water and Energy for Food Southern and Central Regional Innovation Hub in Pretoria, South Africa, through June 2025. Applicants must be able to work in South Africa legally. No allowances or relocation assistance are provided. The position is full-time, and hiring is contingent upon USAID approval.
Position Responsibilities
- Administer the grant-making component of the project that aims to scale innovations that impact the water-energy-food nexus to increase the sustainability of agricultural food value chains and improve energy and water efficiency and climate resiliency in emerging markets.
- Administer all grant activities of the Hub including organizing the application setup and grantee intake, conducting the eligibility review, organizaiting the application evaluation, conducting due diligence and the pre-award survey, preparing the request for USAID concurrence, preparating the grant award package, organizing grantee onboarding, preparating grant modifications, organizing grant close-out and maintaining trackers and electronic records.
- Update grant manuals, templates, and forms as necessary to support potential and existing grantees
- Advise grantees on relevant USAID and WE4F operational policies and procedures related to their awards and work with grantees to address capacity needs identified in the pre-award survey and document improvements.
- Receive and review innovator milestones, coordinate approvals and payments, and update grantees' payment tracker.
- Liaise with USAID, WE4F Secretariat, Tetra Tech home office, and the Hub staff on grant items as needed.
- Lead the procurement of regional and local technical assistance vendors including finalizing the solicitation, vetting the completeness of the proposals, convening the evaluation committee, communicating with the vendors, drafting the selection memorandum, preparing the vendor set-up and contract requisition forms, and drafting inputs for the agreement.
- Support the development of knowledge products, contractual deliverables, and other reports, collection of performance indicator data, and preparation of communication pieces.
- Perform other relevant duties as assigned.
- Bachelor's degree in finance, accounting, business administration, or relevant field
- Five years of relevant experience in Southern Africa in administering grants and subcontracts supported by international donor organizations.
- Demonstrated experience with USAID acquisition and assistance rules and regulations, including experience with the complete cycle of grant-making.
- Prior experience in administering milestone-based grants for USAID-funded regional projects.
- Expert knowledge and efficiency in working with financial control processes, payment systems, results-based management, project monitoring, and management.
- Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
- Strong Microsoft Excel skills, as well as a background in budget review and cost analysis to ensure maximum efficiency of grant resources.
- Strong oral and written communication skills to effectively liaise with and advise grantees and technical staff.
