A luxurious, established golf and lifestyle residential Estate situated in Honeydew Gauteng, boasting a Country Club with amenities such as a restaurant, bar, a gym and wellness centre, spa and hair salon, meeting rooms and conferencing facilities, is seeking an HOD to manage their Building Compliance and Operations.
Purpose Of This Position
The purpose of this role is to oversee adherence and ensure compliance with all statutory and estate-based regulations and rules governing all construction, projects, upgrade and repairs activities. This role is responsible for the maintenance, appearance and upkeep of the estate gardens and landscapes and buildings, and for managing the related subcontracted service providers.
Requirements
Minimum education (essential):
- Suitable tertiary qualification in Civil Engineering, Construction Management, Project Management, or any other qualification relevant to the role.
- 10 to 15 years experience of which at least 5 years in a management role.
- Adequate IT skills Microsoft Office Suite
- Advantage to have architectural software skills (CAD) and MS Project or equivalent.

Maintenance Management (20%)
- Conducts timeous inspections of the total Estate.
- Ensures that all parks and garden areas are maintained to the required standards prescribed by the HOA.
- Ensures that the Estate meets all the prescribed environmental requirements whether at statutory or estate level.
- Sources and recommends preferred contractors strictly according to the procurement policy and obtains approval from the CEO.
- Ensures that all service providers meet the performance standards in terms of their SLA and impose penalties in terms thereof when necessary.
- Advises residents, architects and contractors on regulatory requirements and estate rules.
- Inspects completed or renovated construction sites to ensure compliance and fitness for occupation.
- Recommends imposition of building compliance penalties.
- Monitors adherence to statutory building regulations and estate rules governing building and construction.
- Conducts regular reviews of the Architectural rules and guidelines and proposes changes when required.
- Ensures compliance with regard to the Architectural rules and guidelines and manages the process of imposing penalties when necessary.
- Accepts responsibility for the efficient execution within prescribed timelines for ad hoc projects mandated by the CEO.
- Ensures that projects are executed within the defined financial parameters and governance procedures.
- Identifies and proposes ad hoc projects to the CEO for approval.
- Conducts regular inspections of all Estate buildings and facilities.
- Identifies ongoing maintenance needs of all HOA owned facilities including the Clubhouse.
- Identifies ongoing maintenance needs of all complexes and offers operational support where required.
- Supports and directs matters in the ongoing development of Maasai Mara and Canyon Villas
- Secure materials and resources within budget and ensuring compliance on all operational maintenance.
- Schedules and manages necessary repairs in advance, within budget and identifies emergency repairs timeously.
- Manages team workflow schedules with regular updates to CEO on outstanding matters.
- Prepares quarterly Board reports for Operations and Compliance.
- Provides input to the annual budgets in respect of Capital expenditure, planned projects, maintenance, and repairs.
- Monitors and controls monthly the consumption of municipal supply of water and electricity and rates and taxes.
- Monitors and controls the supply and consumption of diesel for load shedding and equipment.
- Confirms that contractors and potential contractors comply fully with all statutory regulations and requirements in terms of the OHS Act.
- Obtains the necessary documentation and certificates to confirm compliance.
- Manages relationship with CoJ utility service providers and CoJ GV Roll objections.
- Conducts required audits from time to time to ensure on-going compliance.
- Liaises with the local Council authorities re Municipal Services - water, sewerage, and electricity.
- Liaises with the JRA regarding the external roads around the perimeter of the estate.
