Brief description
The main purpose of this position is to develop and drive the implementation of information and technology (IT) governance frameworks, standards and processes, continually improve the maturity of IT governance at the South African Reserve Bank (SARB) and to ensure alignment to enterprise governance and the relevant legislative/regulatory requirements.
Detailed description
The successful candidate will be responsible for the following key performance areas:
Define, develop, implement and maintain adaptive IT governance frameworks, standards, processes and procedures that would ensure that the department delivers on its strategic mandate.
Ensure that all frameworks and processes are compliant with the requirements for IT governance as set out in the King IV Report on Corporate Governance for South Africa, 2016 (King IV Report).
Coordinate and facilitate the review and development of IT policies as well as the publication thereof.
Define and set up appropriate and/or review IT governance structures to ensure proper oversight of IT functions at the SARB.
Design and formulate the IT performance scorecards based on the IT strategy objectives and/or other relevant performance objectives and implement performance monitoring mechanisms to assess progress.
Define the strategies for maturing IT governance processes, based on agreed governance frameworks (i.e. Control Objectives for Information and Related Technologies (COBIT) and other related frameworks and methodologies) and ensure execution thereof, hence contributing towards the effective and continuous improvement of IT governance at the SARB.
Raise awareness on IT governance, including training of members of various IT governance structures or other relevant stakeholders on matters requiring up-skilling and competency development in the implementation of an adaptive IT governance framework in the SARB.
Manage IT governance initiatives/projects.
Provide guidance on IT governance to relevant stakeholders, including staff in the Business Solutions and Technology Department.
Provide reports to relevant stakeholders on IT governance-related matters.
Lead stakeholder engagements (internal and external), displaying the ability to solicit information as well as deliver a coherent and convincing message.
Keep abreast of developments in the IT governance field and also apply these to own functional area.
Participate as peer to other practitioners in the Southern African Development Community region on all IT governance matters.
Job requirements
To be considered for this position, candidates must be in possession of:
a Bachelors degree (NQF 7) in IT, Auditing or an equivalent qualification;
Certified in Governance of Enterprise IT (CGEIT) certification and/or other relevant IT governance industry certification;
certification in Risk and Information Systems Control (CRISC) or the Certified Information Security Manager (CISM) certification will be an added advantage;
COBIT 2019 certification; and
five to seven years experience in an IT governance/auditing environment.
