- Post Graduate Degree in Human Resources / Industrial Psychology.
- 5+ Years experience as a Senior Human Resources Officer / Manager.
- Advantageous: Experience in a Non-Profit Environment.
- Knowledge of Microsoft Office Suite.
- This opportunity will become a Hybrid position. After the second month of employment the incumbent will report for duty at the office 2x per week.
- Lead the coordination and oversight of operational systems to manage essential human resource functions in accordance with approved policies.
- Review and oversee the development of personnel policies, making necessary revisions based on standard global/regional office HR policies.
- Ensure compliance with labour-related legal requirements and government reporting regulations that impact human resource functions.
- Serve as the primary liaison with relevant government departments regarding human resource issues.
- Oversee the updating of position descriptions in collaboration with line managers, regional office, and the central organization.
- Manage the maintenance of the employee database, currently utilizing Workday (HRIS).
- Develop and manage HR budgets effectively.
- Supervise the facilitation of the management team's workforce planning.
- Ensure the development and accurate maintenance of the human resource information system, analysing and communicating information for organizational HR decisions.
- Manage recruiting and placement practices and procedures in line with GO/RO guidance.
- Ensure an appropriate level of human resource support to meet Room to Read Country Office's current and future business needs.
- Provide essential resources to line managers and employees, including workshops, manuals, employee handbooks, and standardized reports to support their management responsibilities.
- Oversee the review, maintenance, and implementation of an effective employee performance management system and provide staff training.
- Offer guidance and support for performance management issues, assisting managers in effectively conducting performance reviews.
- Implement a training and development process to meet development needs efficiently and cost-effectively.
- Coordinate in-house and off-site staff training and development programs to address identified needs.
- Facilitate the effective implementation of Room to Read's HR initiatives, such as Diversity, Equity, and Inclusion, capacity building, succession planning, and onboarding.
- Lead the review and recommend changes to the CO remuneration structure, pay policies, and employee benefit programs, including pension, medical aid, risk benefits, safety, and health programs in alignment with RtR guidance.
- Conduct annual salary benchmarking as per GO guidance.
- Determine and recommend employee relations practices to foster positive employee-employee and employee-employer relationships.
- Take the lead in restructuring processes when necessary.
- Ensure the protection of both the organization's and employees' interests while maintaining compliance with policies and practices.
- Manage all disciplinary and grievance processes and procedures according to the employee handbook and legislation, including investigating complaints and recommending appropriate actions.
- Engage in meetings with relevant Human Resource Management organizations.
- Represent Room to Read at relevant meetings and occasionally assist in hosting key donor visits.
- Provide regular updates on HR activities and plans during meetings with management and staff.
- Promote and uphold the organization's culture and facilitate its institutionalization.
- Supervise team members to ensure effective and efficient HR execution.
- Actively participate as a member of the Country Management Team, providing senior leadership for the Country Office.
