Monitoring & Evaluation Officer

Anovas Jab Smart project was set up in late-2017 to respond to HIV among people who use drugs (PWUD) in Johannesburg Metro. PWUD are at particular risk of HIV and suffer high levels of stigma and prejudice, often being denied access to essential health services. Jab Smart is a peer-led project that provides a range of harm reduction services to PWUD. The project is implemented together with the COJ Health District, and it is supported by Global Fund through its partner NACOSA.

We are looking to appoint a Monitoring and Evaluation officer to support the implementation of the programmes data and health information quality management plan, working with our program targeting people who use drugs (PWUD) in Johannesburg Metro, to optimize use of data to improve the effectiveness of the local data information and provide efficient and quality data capturing services to the PWUD team.

Key Duties And Responsibilities

Data capturing, verification, quality assurance and processing
  • Perform data quality assurance and put quality control measures, including detailed checking of reported data against source documents, and investigate and update missing and inconsistent data.
  • Conduct monthly data verification against source documents and provide reports to the project manager.
  • Ensure accurate and complete data capturing of electronic documents (such as scanned forms, etc.) and electronic databases.
  • Ensure safe and accessible storage of all captured data including paper based and electronic data.
  • Work closely with programme team on continuous data quality and development to ensure effective programme implementation and high-quality data collection.
Monitoring and Evaluation systems, analysis, and reporting
  • Compile and send weekly and monthly reports and as when required by the line manager, program team and funder.
  • Support the program team with data analysis to inform program implementation.
  • Provide assistance to the data capturers and program team around M&E system compliance and reporting.
  • Ensure that the program team and data capturers are adequately trained on the M&E web-based systems such as ORBIT.
  • Develop M&E policies and procedures, data flows, and workplans.
  • Ensure the adherence and implementation of these policies.
Networking, Activism and Community Engagement
  • Assist with stakeholder engagements and networking.
  • Represent the organisation on behalf of the program.
  • Develop reports and presentations for external engagements and networking as and when required.
Team Management
  • Manage and delegate appropriate responsibilities to team members to ensure successful programme implementation.
  • Performance manage and motivate the Data Capturers.
  • Provide monthly data performance reviews.
  • Provide data reviews on project meeting.
Personal Development
  • Participate in learning and development opportunities (trainings, workshops, information sessions etc.).
  • Stay abreast of developments in the fields of HIV/AIDS, STIs and TB particularly for sex workers.
Organisational Responsibilities
  • Act as a role model to strengthen positive behaviour change of the programme team. Attend meetings, briefings, debriefing, staff meetings and other as directed to do so on a regular basis.
  • Represent the organisation with pride and ensure you adhere to the ethos and principles.
  • Represent the organisation on behalf of the programme.
  • Responsible for driving yourself and your team to the sites of work as and when required, and you should adhere to the Anova vehicle management policy.
Perform any other additional duties assigned and agreed with the Line Manager.

Minimum Qualifications, Experience And Skills Required
  • Bachelors degree in social sciences, Development, Health or a similar discipline is required. A qualification in Monitoring and Evaluation is preferred.
  • Three or more years experience in project monitoring and evaluation.
  • Experience managing a team
  • Experience In HIV/AIDS prevention and care and support programming
  • Proficient in Ms Office (Excel, Word and Powerpoint), Advanced skills, especially Ms Excel.
  • Experience working on databases (online beneficial)
  • Report-writing skills
  • Good interpersonal skills, including being a team player.
  • Demonstrate strong professional attitude and behaviour at all times.
  • Problem-solving skills.
  • Logical thinking.
  • Analytical thinking.
  • High-level planning and organisational skills.
  • Advanced computer skills, especially MS Excel.
  • Valid drivers license.
  • Willing to travel as and when required.
