Monitoring and Evaluation Advisor– PASP
SM Healthcare Placements is inviting applications from suitably qualified individuals for the position of Monitoring and Evaluation Advisor– PASP based in Gauteng for an exciting role within an International NGO in the health care field.
To support the monitoring, evaluation, reporting and data quality functions of the PASP (Paediatric and Adolescent Scale up Plan) project. Implement improvement strategies to the collection and usage of data and support appropriate dissemination of lessons learned. Strengthen the collection and analytic capacity of relevant stakeholder staff through capacity building of the staff.

The following are the qualifications, experience, knowledge and attributes requirements:
Education, Training and Experience
- Masters in public health or research related area or Undergraduate degree with a minimum of 5 years of
experience in managing M&E systems
- Proficiency in MS Office
- Valid South African Driver’s License
- 3 years developing, implementing and managing M&E systems
- Additional education, work experience and personal abilities
- Experience working with donor driven programmes in the South African context.
- Experience of using data to drive operational improvement.
- Experience in training and capacity building.
- Able to work independently and as part of a multi-disciplinary team.
- Adaptable, willing to take initiative.
- Strong organizational skills and attention to detail.
- Excellent communication skills.
- Able to travel to different sites and work after hours
- Able to work in a highly pressurised and challenging environment.
Key performance areas
- Contribute to the development of programme M&E documentation e.g. M&E plans, Country Operational Plans (COP), databases, reporting templates, dashboards etc.)
- Support/mentor the programme data staff to promote data collection and reporting flows through the introduction of reporting and data flow SOP’s
- Identify, query and correct discrepancies
- Implement programme monitoring and reporting systems that meet programmatic, donor and DoH requirements
- Monitor outputs for key indicators identified by the programme - track performance against targets
- Responsible for the development and submission of the quarterly funder and stakeholder reports
- Support the development of programme presentations
- Support the programme team to conduct baseline site assessments, develop feedback reports and conduct follow-up site assessments to evaluate the implemented quality improvement (data and clinical) plans
- Review monthly programmatic data (identify, query and correct discrepancies (monitored through the maintenance of a query log))
- Review monthly programmatic data to identify areas requiring quality improvement
- In conjunction with the Programme Manager and the M&E team (when necessary) carry out M&E capacity building
- programmes to enhance understanding of M&E principles and use of effective M&E methodologies, tools and systems
- Supervise and manage the duties of subordinates to ensure optimal staff utilisation and maintenance of sound labour relations
