Emergency Planning & Resilience Officer

Job Summary

The Emergency Planning and Resilience Officer is the specialist officer/manager for emergency preparedness, resilience and operational response to incidents, operations, events and exercises.

The post holder can work from either Cody Road E16 or Clock Tower Road TW7.

Shortlisted candidates will be invited to attend an assessment centre at Cody Road for either 7th or 8th February. Candidates who are successful at assessment centre will be invited to a follow up interview week commencing 26th February.

Main duties of the job

As an Emergency Planning and Resilience Officer the post holder will be required to:
  • Deliver a continued state of preparedness of the Trust in its ability to respond to any Significant or Major Incident both planned and unscheduled ensuring that where practical, measures are in place to maintain continuity of its core business;
  • Develop and interpret Trust policies to provide strategic, tactical and operational advice, direction and leadership across all Trust departments and directorates;
  • Build and maintain effective partnerships with other healthcare professionals, local authorities, other emergency services, the military, government agencies and the private sector;
  • Take responsibility for establishing and developing emergency preparedness strategies in accordance with the Civil Contingencies Act (2004) and other current guidance and legislation, and ensure compliance with national EPRR guidance changes and updates;
  • Act as a National Interagency Liaison Officer (NILO) to bridge the interoperability gap across the emergency services, Military, Security Services and partners in extreme or emerging threat environments and enhance the response to major or critical incidents through an operational, tactical and strategic, national multi-agency approach;
  • Undertake the role of the Trust's on call Tactical and/or Strategic Advisor.

Job Description Job Responsibilities

Responsibilities of the role include;
  • Ensuring the Trust remains current and responsive to local, regional and national requirements and identified hazards and threats (as defined by the Civil Contingencies Act (2004);
  • Developing Trust wide resilience in regards to emergency preparedness and incident response, in accordance with current national guidance and legislation;
  • Preparing and maintaining event and contingency plans, in line with current guidance;
  • Maintaining a focus on continuous improvement through the development, delivering and reporting of feedback, audit and debrief processes
  • Ensuring training is planned, developed and delivered in accordance with current best practice, guidance and legislation
  • Ensuring that the Trust undertakes its statutory duties as a category one responder in line with the legislation described in the Civil Contingencies Act (2004);
  • Working across sector, operational and agency boundaries to develop and improve multiagency, public and private sector relationships
Qualifications

Person Specification Qualifications Essential
  • Degree, equivalent professional qualifications and/or substantial demonstrable experience in a similar role or setting
  • Evidence of continuous personal and career development
  • Recognised emergency driving qualification or willingness to complete an appropriate course
  • The ability to achieve the appropriate security clearance (SC)
  • Health Emergency Planning Diploma (or be in the process of completing or willing to study towards)
Experience Essential
  • Significant experience of working within an operational or control services role in an NHS Trust or comparable setting
  • Experience, knowledge and personal development appertaining to Emergency Preparedness, including relevant legislation
  • Experience in managing operations and developing and implementing systems, processes and policies
Desirable
  • Experience of working across organisational boundaries and developing multi-disciplinary professional partnerships
Knowledge Essential
  • Excellent written and oral communication skills, including preparing and writing reports and delivering presentations to large, multidisciplinary audiences.
  • Ability to demonstrate an understanding of the LAS Incident Response Guidelines and LESLP Major Incident Plan
  • Presenting complex, sensitive or contentious information to internal and external groups
  • Receiving, interpreting and analysing complex data and identifying the potential impact, in order to develop innovative and pragmatic solutions
Abilities Essential
  • Personal resilience and the ability to remain calm under pressure
  • Highly developed communication skills adapting the styles and messages to match the audience and situation, including delivering contentious, difficult and sensitive messages and managing any conflict
  • Ability to negotiate and influence senior managers and executives to recognise and embed Civil Contingencies issues into the organisation
  • Exhibit professional credibility, including image and good timekeeping, with the ability to represent the Trusts at all levels
  • High level of interpersonal skills including the ability to develop partnerships, influence, motivate, cooperate, negotiate and manage outcomes with a range of internal and external stakeholders
  • Ability to assess risks, anticipate difficulties and successfully address them
  • Willingness to partake in an on call rota
