Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time-in-Grade Requirement: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal.
For GS-14 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to an equivalent to at least the GS-13 grade level; or its non-Federal equivalent that demonstrates: strategic planning, economic modeling and impact analysis, providing leadership and guidance of the full loan and grant lifecycle of work and associated technical, legal, and legislative requirements supporting RD's SFH loan, grant, technical assistance and administrative activities. (1) knowledge of analytical and evaluation methods for the assessment and improvement of RD programs to include knowledge of USDA/RD/government-wide program goals and objectives; (2) provide guidance to the Administrator, Deputy Administrator, and other senior socials on issues pertaining to exceptionally controversial and highly visible policy, accountability, and management issues and initiatives; and (3) develop creative alternatives to address critical policy and program concerns. There is no substitution of education for experience at the GS-14 level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education for experience at the GS-14 level.
