Duties

The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2, 000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners.

The USGS is the Federal agency responsible for mapping the geologic, geographic, and land features of the United States. The USGS conducts detailed surveys and distributes high-quality and highly-accurate topographic, geologic, hydrographic, and biogeographic maps and remotely sensed data to the public. Mapping accuracy enabled by cutting-edge technologies allows precise planning for: recreational use on public lands; collaborative conservation with Department of the Interior (Interior) partners; conservation and climate resilience; critical mineral resource assessments; renewable energy development; transportation and pipeline infrastructure projects; urban planning and development; land change and flood prediction at regional, local, and neighborhood scales; emergency response; and hazards mitigation.

This position is located in the Office of the Associate Director (AD) for Core Science Systems (CSS). The Core Science Systems Mission Area fulfills the USGS' role as the National Civilian Mapping Agency, including topographic and geologic mapping in support of Federal and State requirements, national geospatial coordination in support of Interior and the Federal Geographic Data Committee, geospatial mapping and applications through the Civil Applications Committee, and satellite operations and remote sensing. In addition, the USGS provides: research, modeling, and analysis of land change science, biological occurrence data acquisition, biological taxonomic analysis and interpretation, computational analytics and synthesis; integration of USGS national data sets, data management, storage, accessibility and policy; preserving geological, geophysical, and paleontological data; managing the archive of geoscience samples, including rocks, fossils, sediments, and ice cores; and managing the network of libraries in support of USGS Earth science research.

The CSS Mission Area includes the following programs: the National Geospatial Program (NGP); the Federal Geographic Data Committee (FGDC); the National Cooperative Geologic Mapping Program (NCGMP); the Science Synthesis, Analysis, and Research(SSAR) Program; the National Geological and Geophysical Data Preservation Program (NGGDPP); and the National Land Imaging Program (NLI).

As a Program Analyst (Senior Management Officer) within the Office for Core Science Systems (CSS), the position serves as the principal business manager for the Mission Area. The position provides strategic business advice to the Mission Area managers and organizations; oversees administrative management functions; and provides leadership for planning and implementing new business management processes and systems throughout the CSS Mission Area.

Duties

As a Program Analyst (Senior Management Officer) within the Office for Core Science Systems (CSS), some of the specific duties will include:
  • Serves as the principal advisor to the Associate Director, Deputy Associate Director, and Operations and Planning Chief for CSS and other senior managers.
  • Provides a focus for activities surrounding the strategic and business planning cycles with Mission Area and subordinate National Program Offices.
  • Formulates and proposes policies and plans for carrying out the many and varied administrative management functions within the Mission Area.
  • Coordinates and monitors administrative activities in the immediate office and subordinate National Program Offices to ensure consistency in the application of policies and procedures and the efficient integration of management functions.

Are There Any Special Requirements For This Position?
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

Qualifications

For GS-14:

Applicants must meet the following to qualify for the GS-14 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-13 level in the Federal service. Examples of GS-13 level work may include: formulating complex programs; conducting complex studies on assembly analysis, and interpretation of data; planning, organizing, completing several complex project assignments requiring coordination of work; and utilizing administrative/financial data systems.

Education
