Programme Manager - Paediatric, Adolescent HIV &EPI and SRMNH

Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as malaria, tuberculosis, and hepatitis. Our work has also expanded into sexual and reproductive health, cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Team Overview

Over the last several decades, South Africas Department of Health (DOH) has made significant progress in moving towards achieving the UNAIDS 95-95-95 (95% of all people living with HIV will know their HIV status, 95% of people with diagnosed HIV infection will receive sustained ART and 95% of all people receiving ART are virally suppressed) for the paediatric and adolescent populations. However, gaps still exist. Due to South Africas high disease burden, South Africa falls short and does not meet the 95-95-95 targets. To address these challenges, the CHAI South African (CHAI SA) team is supporting the DOH, at national, provincial and district levels to implement a broad range of activities across the 95-95-95 matrix, including assessing and costing proven and/or new innovative intervention strategies focused on the identification, establishing strong linkage systems, improving paediatric and adolescent retention/viral suppression, and building an investment case for scale and sustainability. This work will be done through the provision of technical assistance to support the development and deployment of strategic interventions and operational plans, resource optimization in the short and long term and galvanizing key stakeholder coordination.

Position Overview

CHAI seeks a highly motivated individual with outstanding technical and managerial capabilities to play a key role in the Paediatric, Adolescent HIV Programme and Sexual Reproductive Maternal and Neonatal Health. The Programme Manager will shape strategy, manage and provide technical input to the Programmes. Additionally, s/he will work with a range of partners and subject matter experts within Paediatric, Adolescent HIV Cluster and the SRMNH Cluster to coordinate workstreams. Thus, the Programme Manager should have exceptional communication and analytical skills, be a strong strategic thinker and be able to adapt to differing programme/s needs. The Programme Manager will be based in Pretoria, South Africa and report to CHAI South Africas leadership team.

Overall Programme management, accountability and oversight in terms of
  • Ensuring that the programme has an approved workplan, Logframe, budget and forecasts as part of official programme documents.
  • Understanding the programme/s, implementation and close out phase milestones, timelines and expectations and that these are communicated to all teams working in the programme
  • Leading and managing the achievement of the programme outputs in the different work streamsmeasuring, and ensuring that the objectives of the grant/s through the programme workplans are achieved
  • Identifying, documenting and communicating programme risks as part of programme management, and be able to report urgent, threatening risks early to the Senior Director CHAI,
  • Providing operational programme management including recruitment and management of personnel, and ensuring cohesive teamwork, as a Team leader;
  • Developing and maintaining a programme governance framework for programme review meetings, monitoring of deliverables and collation of programme and donor reports
  • Budget development, oversight, management, expenditure control, reporting and observe allowable variances as set by donor, working closely with the Finance Manager.
  • Ensure compliance with the responsibilities in the grant framework and manage and maintain the risk management tool
  • Lead monitoring, evaluation, reporting and learning (MERL) efforts with the aim to maintain and update comprehensive, feasible M&E frameworks that will generate credible, actionable and timely information as required by the donor;
  • Lead the programme strategy, planning, and implementation, including analysis, policy, and guideline development and review by engaging with partners and other CHAI teams on related programme initiatives, as it relates to the implementation of programmatic plans.
  • Participate in business development through developing concept notes, and proposals and seeking additional funding
  • Document programme activities in a form of case studies and peer-reviewed publications.
  • Execute any other additional responsibilities, as requested by the Line Manager/s.
Paediatric, Adolescent HIV & EPI specific Responsibilities
  • Lead policy, regulatory, quantification and costing for and of Paediatric ARVs and make recommendations to support any revisions that may be required to ensure the smooth introduction of new products and/or services;
  • Lead CHAIs support to the DoHs Pediatric and Adolescent HIV Programme in South Africa in partnership with other implementing partners to help strengthen systems, and interventions to achieve strategic programmatic goals and priorities, development of standard operating procedures, training curricula and programme policy documents;
  • Lead consortium of partners in supporting government to formulate and execute targeted strategies and national scale-up plans to improve maternal and new-born health outcomes including support for costing, operational planning, and deployment coordination;
Sexual, Reproductive, Maternal and Neonatal Health specific Responsibilities
  • Develop strong working relationships with key stakeholders in national and provincial government, implementing partners, donors, and research/academic institutions to ensure coordination of resources and efforts across Sexual, Reproductive, Maternal and Neonatal Health (SRMNH);
  • Lead CHAIs support to the DoHs SRMNCH Programme in South Africa in partnership with other implementing partners to help strengthen systems, and interventions to achieve strategic programmatic goals and priorities, development of standard operating procedures, training curricula and programme policy documents in partnership with CHAI global SRMNH;
  • Lead the development and input provided to relevant technical documents including health services provider training curricula, standard operating procedures, and service delivery guidelines to support the programme scale up;
  • Advanced degree in a related field such as medicine, public health, health economics, financial management, or business preferred;
  • 5 to 7 years of professional experience in demanding, results-oriented environments in the public sector and/or private sector (e.g. service delivery, management consulting, financial services);
  • Excellent problem solving, analytical and quantitative skills, including attention to detail and experience in modelling including the use of Microsoft Excel;
  • Strong communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word;
  • Entrepreneurial mindset, demonstrated ability to work independently on complex projects and solving challenging problems, in a high-pressure, fast-paced environment;
  • Strategically minded, able to think creatively around long-term programme objectives and the detailed steps necessary to achieve these goals; and
  • Preferable 4 years of management experience as a Programme Manager.
