Job Description

The Position:

Under the direct supervision of the Programme Coordinator as part of the 2gether 4 SRHR Unit, the Programme Specialist will provide support to advance regional efforts to strengthen SRHR outcomes through i) coordinating efforts in partnership with regional United Nations entities and stakeholders, ii) Providing technical assistance to regional partners and countries to strengthen country responses on SRHR, iii) Developing and disseminating knowledge products to further advance the evidence on SRHR in the region.

Job Purpose

The 2gether 4 SRHR Programme is a joint United Nations Regional Programme that brings together the combined efforts of UNAIDS, UNFPA, UNICEF and WHO to improve the sexual and reproductive health and rights of all people in East and Southern Africa, in particular adolescents and young people, women of reproductive age, men, key populations, and people affected by crisis.

The Goal Of The Second Phase Of 2gether 4 SRHR Is To Contribute Towards The Attainment Of The SRHR-related Targets Of The SDGs 3 (Health And Wellbeing And SDG 5 (Gender Equality And Empowerment), Through
  • Strengthening the legal, policy and financial environment to enable beneficiaries to access services and realise their SRHR rights.
  • Increasing access to and utilisation of quality, people-centred integrated SRHR services.
  • Addressing gender and social norms and behavioural drivers for the realization of SRHR for all.
  • Ensuring Resilient health systems and communities are enabled to ensure the continuity of SRHR Services during crises.
The programme specialist will support the efforts of UNFPA, working in collaboration with other UN agencies, to improve reproductive health commodity security through expanding the availability and range of high-quality reproductive health commodities, strengthen health systems and services; build the capacity of countries and providers to deliver safe care; advocating for an enabling environment at global, national and community levels so that people can exercise their SRH rights

You Would Be Responsible For
  • Programme management and coordination
  • Convene the regional regional interagency technical teams and provide input into other statutory meetings convened through the Joint to ensure a coordinated approach to advance SRHR in the region.
  • Coordinate the development of the annual workplans and budgets, monitor programme implementation, support the annual reporting in close collaboration with the technical officials from the four agencies participating in the 2gether 4 SRHR Programme.
  • Support the development of the call for proposals for the Joint SRHR Fund, manage and provide technical assistance to UN country teams as assigned to develop annual work plans, budgets and annual reports.
  • Participate and provide input into the Regional Interagency Working Group meetings and the preparations for the Regional Interagency Steering Committee and the Strategic Leadership Forum.
  • Technical Assistance
  • Support the work of the regional technical advisors to identify, source and quality assure a pool of individual technical experts, regional partners, and institutions that can be deployed to provide quality assured technical assistance through the TA Hub.
  • Support the work of the regional interagency technical teams to continuously map the TA needs of countries, develop and maintain the TA Hub through identifying, soliciting and quality assuring, the TA entered into the TA Hub.
  • Manage the development and implementation of a joint Technical Assistance plan based on identified needs by the four participating agencies, countries and regional partners.
  • Provide strategic guidance and support to the regional interagency technical task teams, implementing partners, providers to support the identification and management of the TA provided through the TA Hub, where necessary.
  • Oversee the recruitment and management all aspects of the provision of TA by individual experts, regional professional associations, consultants including quality assurance, where requested to ensure the provision of high quality technical assistance to countries and regional partners with respect to quality, budget, delivery timelines, strategy, and client satisfaction.
  • Ensure that knowledge products developed through the provision of TA are incorporated into the Knowledge Hub.
  • Identify opportunities to build the capacity of the four participating agencies, country teams, and governments and regional partners through the provision of TA.
  • Knowledge Management
  • Commission and oversee the undertaking of regional assessments and studies on SRHR to strengthen evidence based and as an input into advocacy efforts in the region.
  • Identify, document and disseminate guidelines, case studies, promising practices and human-interest stories in consultation with regional technical advisers to strengthen programming on SRHR.
  • Convene and/or participate in regional forums to strengthen the capacity of UN country teams, governments and key stakeholders on key areas of SRHR to exchange promising and emerging best practices on programme implementation with country offices and stakeholder on SRHR.
  • Ensure that knowledge products produced through the Joint Programme or by the Regional Interagency Technical Task Teams are coordinated
  • Advocacy, communication and amplification
  • Coordinate strategic input by technical officials from the four participating agencies into the convening of regional forums with regional economic communities, regional forums of parliamentarians, CSO forums to advance SRHR in the region.
  • Support the technical officials from the four participating agencies to identify, develop, implement and monitor regional advocacy efforts to advance SRHR in the region working in partnership with key regional stakeholders.
  • Collaborate with the communications adviser to provide input into the unit newsletter, social media products and other communication materials to amplify the work of the region.
  • Develop talking points, key messages and other relevant information materials for senior policy and decision makers.
  • Any other duties as assigned by the Programme Coordinator
Education

Qualifications and Experience:

Advanced university degree (Masters Level) in Social Sciences, International Development, International Relations or related field

Knowledge And Experience
  • Minimum of 5years progressive professional work experience in programme/project management and coordination especially in the area of SRHR
  • Knowledge in policy formulation, research, advocacy with previous experience working on comprehensive abortion care is an advantage.
  • Strong track record in programme management, coordination and partnerships;
  • Strong knowledge of monitoring and evaluation, in particular results-based management and reporting, is required.
  • Experience in undertaking mid-term reviews and end of project evaluations is an asset.
  • Experience in supporting the strategic information activities and peer accountability mechanisms for results.
  • Experience in the use of quantitative and qualitative methodologies to document programme results.
  • Experience in developing and facilitating participatory, competency based trainings
  • strong computer literacy skills, knowledge of office software packages, and web based management systems
Languages

Fluency in English; knowledge of other official UN languages is desirable.
