An NGO seeks to appoint a Programme Manager in their Lansdowne based office in Cape Town. Reporting to the Director, the Programme Manager will be accountable for the development, implementation and evaluation of diverse ECD community based programmes and projects to take forward the vision, mission, values and strategic plan of the organisation.
Responsibilities:
- Manage the M&E, Materials Development, Training, WCD, Home based and Community based teams in accordance with sound leadership and management principles including coaching, discipline, performance and workflow management
- Conceptualize, develop, design and implement community based ECD programmes in line with new opportunities and/or resource capabilities
- Plan, direct and oversee project activities in accordance with the programme plan, work plan, budget and contractual agreements and ensure synergy across the various ECD programmes
- Produce the operational plan and provide input into the strategic planning process
- Propose and implement approved recommendations for continuous programme improvement and expansion relative to lessons learnt, the ECD environment and funder requirements
- Collaborate with the M&E team to ensure the development of M&E plans, systematic collection, collation and analysis of programme data that allows for measurement of the programme objectives & ensure programmatic accountability
- Prepare and present qualitative and quantitative monthly, quarterly and annual strategic and operational management oversight reports
- Write business proposal and conduct presentations
- Facilitate proactive community entry, manage various stakeholders and be the central contact point for programme related queries
- Keep abreast of developments in ECD and participate in various ECD forums
- Provide input into fundraising proposals and budgets to ensure programme/project coherence and effective implementation
- Provide accurate donor narrative reporting in line with their requirements
- Financial programmatic management with the direct support of the department to develop programme budgets for approval and monitor expenditure against budgets
- Develop and adjust staff job descriptions for approval, activate the recruitment processes and participate in the recruitment of staff; administer the performance management system, disciplinary procedures and staff development in line with the broader HR directives
Qualification and Experience
- A degree/diploma in Social Sciences, Development Studies, Project Management, Education, Business Management or equivalent
- An unendorsed Code 8 drivers licence including willingness and ability to travel domestically
- Previous relevant working experience an NGO environment, community development and/or early childhood development
- Previous progressive experience in programme development and managing multiple projects;
- Previous experience in developing and managing a budget
- Sound leadership skills and previous people management experience to manage teams in a transparent, accountable, participative and consultative manner
- Excellent communications skills and confidence to engage at community level as well as to take part in high level public & policy forums
- Excellent report writing skills, presentation and facilitation skills
- Strategic thinking and analytical ability
- Exemplary integrity, ability to work independently and use initiative.
