Job description
The Norwegian Embassy in Pretoria is looking for a knowledgeable and dynamic Programme Officer to mainly manage development assistance to Madagascar.
The Embassy employs 25 staff, working in teams dealing with political affairs, economic and trade affairs, development, visa and consular issues. The Embassy is accredited to South Africa, Zimbabwe, Madagascar, Lesotho, Botswana, and Namibia.
The Programme Officer will be part of the development team at the Embassy.
Duties & Responsibilities
The Programme Officer will mainly be managing the Embassys development assistance to Madagascar, and assist the Embassy in communication and any other follow-up when it comes to Madagascar. This includes political and economic reporting. The Madagascar portfolio is mainly focused on the social sector, with UN organisations being the main partners.
- Grant management of Norwegian support to Madagascar.
- Identify, analyse and monitor political and economic developments, trends and emerging issues in Madagascar.
- Support relations and facilitate visits and meetings with relevant government officials, multilateral organisations, bilateral partners, civil society and other relevant counterparts.
- Assist the Embassy in any other areas of work, including organisation of meetings, seminars, events, as needed.
- Masters degree in relevant field, such as development economics, international relations, social sciences or similar.
- Minimum of 3-5 years experience from the UN system, or in grant-management of support to UN organisations.
- Alternatively, similar experience from a government agency or an international NGO.
- Excellent written and verbal communication skills in French and English.
- Knowledge of the Malagasy language is an advantage.
- Experience in grant management.
- A robust network within Madagascar is an advantage.
- Experience from working with or in Madagascar is an advantage.
- Willingness to travel.
- Ability to maintain confidentiality and be able to work independently, efficiently and to take initiative.
- Applicants must be able to work as part of a team, have strong analytical, problem solving and networking skills.
- Legal residence and valid working permit in South Africa.
- A clean criminal record and can obtain a Clearance Certificate from your residing country.
