The role is to ensure timely and accurate accounting and reporting for SA Programs in line with International Financial Reporting Standards (IFRSs), USAID Rules and Regulations, and Statutory Regulations. The incumbent will provide support to the Finance Manager by assuming responsibilities in areas such as internal/external audit coordination, account reconciliations, management of accounts payable/receivable, and reporting.
Key Accountabilities
Financial Accounting:
- Support the Finance Manager to overseeing Month-end/Year end Processes for SA Programs
- Ensure all balance sheet reconciliations are done and signed off before submission to auditors.
- Payments release process, certain approvals depending on certain limits, and ensure accurate allocation of expenditure.
- See through the complete project start-ups and close-outs.
- Ensure compliance with tax legislation through timely compilation and submission of reports to tax authorities i.e. SARS, IRS, etc.
- Drafting program monthly payroll journals and submission for review and posting.
- Reviewing the payroll payments to third parties and submitting the same for approval to the Finance Manager.
- Review intercompany billing and submit for payment approval to the Finance Manager
- Support the Finance Manager with maintaining, preparing, and submitting accurate financial reports for SA Programs.
- Identifying and managing variances between budgets and actuals for the SA Programs.
- Support the Finance Manager with sub-recipient oversight and reports review.
- Cash flow analysis and management
- Ensure the external audit is conducted timely with no overruns by timely coordination and escalation of issues raised.
- Support in co-ordinating and resolving all audit queries and ensure you source responses from finance staff should you not be able to respond.
- Engage with different stakeholders (internal and external) in supporting the program.
- Develop sound relationships with district directors, other departments, and the SA Program team to always ensure compliance.
- Conduct refresher training for existing staff on accounting procedures and system processes.
- Effective teamwork in the SA Programs between finance and other sections.
- Any other duties as delegated by senior authority.
Essential qualifications
- Bachelors degree in accounting or financial management
- Completed 3 years of articles at a reputable audit firm
- Belonging to an accounting Professional Body.
- Chartered Accountant qualification i.e., CA(SA), CPA, ACCA, CIMA, etc.
- Minimum 5 years in financial management and costing experience in the development sector.
- Advanced proficiency in MS Office - including Word, Excel, Outlook
- Exceptional written and verbal communication skills, with the ability to adapt to suit different audiences.
- Minimum 7 years experience in accounting systems
- Experience in conducting training/capacity building for finance as well as non-finance staff.
- Ability to work collaboratively with others within the larger finance organization and take appropriate action when required.
- Experience in managing accounting processes from beginning to end.
- Ability to communicate effectively regarding finance processes to non-finance staff.
- Demonstrable ability to meet deadlines and go the extra mile to achieve set deadlines.
- In-depth knowledge of accounting theory as well as best practices in accounting coupled with the ability to give constructive input into financial accounting policies and procedures.
- Excellent computer skills and exposure to accounting packages
- Sound understanding of the role of the finance team as a support and service department.
