The Quantity Surveyor provides support to the project functions through measurement, verification and certification of materials, labour and other cost components related to designs and drawings as applicable on tenders and projects. The person will also be responsible for the contractual management and administration of contracts in accordance with corporate policies, procedures and specific contract requirements.
The person will focus on contractual administration & financial management and cost control support to the Senior Quantity Surveyor, Project Manager and FAM.
KEY PERFORMANCE AREAS
- Pre Contract:
- Support upfront procurement processes, assist in compiling and preparing bid documents and bidders list, including inquiry preparations, request for bids and recommendations for award of contract.
- Accurately measuring and pricing using Contract drawings, specifications and Bills of Quantities
- Preparing documentation for both principal and subcontract procurement including the Preparation of Bills of Quantities, drafting of preliminaries and contract conditions, and other tender documentation
- Preparing inputs for contractual negotiations
- Preparing subcontract documents
- Post Contract
- Support the Project Management team with commercial aspects of the contract
- Informing the Project Managers of all commercial risks
- Maintain records of all contractual documentation
- Ensure bonds are issued, updated and released
- Preparing schedules of predicted cash flow
- Cost control during progress of the works
- Advising on proposed variations or changes
- Advise on contractual matters, liaising with all parties regarding contractual claims, variations and contractual requirements.
- Ensure completeness and validity of contractual requirements
- Prepare variations, compensation event quotations and day works
- Review, negotiate and prepare claim settlements
- Prepare financial statements for monthly reports.
- Valuing completed work and preparing interim payment applications and provide such verification and back-up documentation as required
- Measuring and recording site information for final account
- Preparing and agreeing final accounts
- Subcontract management:
- Advise on contractual matters, liaising with all parties regarding contractual claims, variations and contractual requirements.
- Maintain records of all contractual documentation
- Ensure bonds are issued, updated and released
- Draft, respond and follow-up on contractual notices and related documentation
- Adjudicating and resolving financial claims
- Preparation of valuations for interim payment certificates and reconciliation statements
- Measuring and recording site information for final account
- Preparing and agreeing final accounts
- Maintain records of handover / take-over and associated bond releases
- University degree/diploma in quantity surveying from a recognized institution
- Minimum 5 years post qualification related practical experience on large projects with specific experience on industrial projects.
- Proven experience in the industrial engineering is beneficial.
- Knowledge of pre and post contract administration
- Good written and oral communication skills with superiors, peers, subordinates and contractors/clients.
- Have good mathematical acumen.
- Exceptional ability to accurately read, analyse and interpret construction/engineering drawings & blueprints.
- Proven experience in the industrial engineering is beneficial.
- Good understanding of basic financial control pertaining to cost spending.
- Sound knowledge of MS Word, MS PowerPoint and Outlook.
- Good accounting skills and budgets setting skills or reviewing budgets for accuracy
- Good forecasting skills.
- Good in generating financial management accounts for benefit of project managers (reporting writing skills).
- Good financial expertise relating to engineering and construction projects.
- Good analytical abilities.
- Good working knowledge of construction estimating software.
- Budget capturing/review for accuracy.
- Specialist Excel skills. (Pivot table, vlookups, sumifs, ifs, subtotals, etc.).
