Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate for Personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Appraiser and reviewing appraiser of real estate with authority to reject, as well as approve appraisals. Keeps informed of factors affecting commercial, industrial, residential, agricultural, or unimproved property value.

Duties
  • Review of real estate appraisals prepared by journeyman staff appraisers and contract fee appraisers.
  • Reviews approvals for both federal and local sponsor projects.
  • Performs technical review of appraisal reports such as gross appraisals for planning and reporting purposes.
  • Advises appraisers of discrepancies and suggests different methods and procedures to be used in revising or making additional appraisals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be a State Certified General Appraiser. You MUST submit a copy of your current and valid Certified General Real Estate Appraiser license with your application.
  • Incumbent must be able to obtain and maintain a valid driver's license.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

Qualifications

Who May Apply: US Citizens

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications for the GS-12:Specialized Experience: One year of specialized experience which includes appraising properties utilizing one or more of the three approaches to value with competency in all approaches; complete appraisal and review assignments, including the appraisal of real estate interests such as fee simple, easements, partial acquisitions and water rights; conducting appraisals of TWO or more of the following types of properties: agricultural, commercial, industrial, special purpose and residential properties in urban and rural locations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Selective Placement Factor: This position has a selective placement factor which must be met at the time of application. You MUST submit a copy of your current and valid Certified General Real Estate Appraiser license with your application. The expiration date on your license must be after the date you submit this application. Failure to meet this requirement will result in your application not receiving consideration for this position.
