The person in this post reports to the Manager: Library Finance

Responsibilities
  • Supervise Library junior Finance staff.
  • Manage the finance process of acquiring Library Information Resources and other goods/services.
  • Validate processed requisitions for the payment of Library Information Resources invoices after successful integration from the Library Management System (Sierra) to the Financial Management System (Oracle)
  • Verify the validation of the SIERRA/ ORACLE integration monthly reconciliation reports
  • Ensure that annual subscriptions are processed on time and all Purchase orders are closed before end-year closure.
  • Verify monthly reconciliation reports of accounts before approval by the Finance Manager.
  • Monitor Donors funds, Projects and Library external funds.
  • Manage the processing of subsistence and allowances to ensure policy compliance.
  • Monitor the Library suspense account to ensure that it is cleared, and expenditure allocated accordingly.
  • Coordinate, advise and monitor the budget of Library faculties and divisions
  • Manage the uploading process of the library budget on IDU system by Finance Officers.
  • Coordinate monthly budget control meetings with Library faculties and divisions
  • Implement internal control systems to ensure quality assurance and compliance to policies and procedures.
  • Manage the safeguarding and maintenance Assets at Library faculties and divisions
