Senior Operational Risk Officer

Role Responsibilities:

Strategy:
  • Awareness and understanding of the Group's business strategy and model appropriate to the role.
Business:
  • The management and monitoring of all the operational risk that SCBJ and SCBA are exposed to because of the business and function activities and end to end processes that exist.
Processes:
  • Provide challenge, guidance, and oversight over the 1LoD.
  • Set policies that the 1LoD must adhere to.
  • Assess the overall risk levels relating to Operational Risk sub-types and where elevated engage with the 1LoD for timely risk reducing actions, which may include the restriction of activities.
Risk Management:
  • Monitor and report risk-related practices and information, and to oversee all types of compliance and financial controlling issues.
  • Define preventive and detective control requirements and ensures that such requirements are embedded in the policies and standards of the first line.
  • Apply controls either on an ongoing or periodical basis.
  • Day-to-day monitoring of operational risk appetite across the operational and technology risk PRT and underlying OR sub-types, including metrics and support and challenge decisions made by the 1LoD regarding risk management actions and corresponding risk appetite impacts.
Governance:
  • Responsible for the implementation of the Operational Risk Appetite and underlying policies and processes, and management of the Group's strategy within established Risk Appetite.
  • Responsible for overall oversight and governance to ensure the Bank's risk exposures are being adequately managed.
  • Supporting the risk governance activities across South Africa, Angola (and Mauritius from time to time).
Regulatory & Business Conduct:
  • Display exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead through the Operational Risk team to achieve the outcomes set out in the Bank's Conduct Principles. Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Attest to regulatory authorities to confirm compliance with regulatory obligations, in line with Section 13.5 of the ERMF:
    • South African Reserve Bank
    • National Bank of Angola (Banco Nacional de Angola (BNA)
Key Stakeholders:
  • Chief Executive Officer & Chief Risk Officer - Evidence effective risk management and compliance to the Committee Governance Standards.
  • Head, Operational risk - Evidence satisfactory implementation and management of the Operational and Technology Principal Risk Type Framework.
  • Business and Function Heads - Provide challenge, guidance, and oversight.
  • Internal Audit - Maintain regular dialogue to both ensure Assurance work is carried out in accordance with a consideration of relevant business risks and issues and to ensure GIA fully consider core OR tools and techniques in performing their core audit work.
  • External auditors and Regulators - Facilitate effective external reviews.

  • Embed Here for good and Group's brand and values in the SCBJ and SCBA Operational Risk teams.

Role Specific Technical Competencies:
  • Broad understanding and experience performing 2nd Line of defence Operational risk management responsibilities.
  • Understanding the core concepts, processes and procedures of the relevant business and functions.
  • Have a basic understanding of Principles for effective risk data aggregation and risk reporting.
  • In this role you need to have a basic understanding of the Principles for the Sound management of Operational risk.
