Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Plan and carry out national correlations and technical training on the application of the grade standards and make recommendations and changes to the standards in order to strengthen uniformity of grading and other critical activities that are the basis for grading and certifying poultry.
  • Broad and thorough knowledge of application and procedures of grading and certification and industry practices, in order to evaluate and recommend needed changes and develop programs related to domestic and international user needs.
  • Skill, tact, and diplomacy in effectively communicating orally and in writing in order to develop informational and marketing programs, reports, product descriptions, and other materials which meet the needs of the poultry industry, purveyors, food service personnel, retailers, and consumers.
  • Independently conceives, designs, plans, and conducts projects and activities and has latitude in the performance of their duties.
  • Develop reports and presentations for senior managers that are recognized as technically sound and are reviewed for compliance with program goals and broad policies.
  • Provide authoritative recommendations and advice and represent the Agency, or Department, on matters relating to the projects and areas of responsibility.
Note: There is no education substitution for this grade level.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. Additional information regarding ad hoc, occasional, or reoccurring telework may be obtained at a later time from the hiring manager or program during the hiring process.
