Duties

As the Supervisory Physical Scientist (Director, Observing Systems Division) within the Water Mission Area (WMA), Observing Systems Division (OSD), some of your specific duties will include:
  • Serves as the senior scientist and manager of the OSD responsible for oversight and leadership of scientific and technical guidance and policy development to ensure the continued excellence of the OSD.
  • Formulates policies of operation to support the needs of the WMA, Bureau and other Federal, State, Tribal, and local agencies by executing plans and programs to serve the need for research and development of new and advanced types of observing systems, services, and quality assurance/control practices.
  • Defines the management and operational needs of WMA enterprise observing systems and works to assure funding for those activities within the WMA and Bureau.
  • Ensures excellence in strategic and operational management of the OSD workforce.
  • Performs a full range of supervisory and managerial responsibilities such as, but not limited to, assigning, reviewing, and approving work.
Duty station: The duty station of this position may be any USGS office location that is agreed upon by the selecting official and the selectee. If the agreed upon location results in the relocation of the selectee, the travel, transportation, and relocation expenses are not authorized.

Qualifications

BASIC EDUCATION REQUIREMENT:

Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.
  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
**OR**
  • A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-15

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-15 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience could include overseeing regional or national water observing networks that provide data and scientific information on the quantity and quality of water across the country; experience in complex technology that ranges from in-situ water sensors and remotely sensed data produced by drones, airplanes, and satellites; or knowledge of testing, calibrating, and provisioning a wide range hydrologic instrumentation. This work involved other recognized senior technical experts asking the scientist for advice or counsel due to his/her personal reputation in the field.
