Job Description
- Ensure timeous collation of the annual Procurement Plan in accordance to the approved budget.
- Consolidation of Procurement Plans and submission to the CFO for approval or delegated committee or person to enable submission to the relevant Treasury before deadline.
- Ensure implementation of procurement legislative prescripts, Policies, Procedures, Guidelines and so forth.
- Compile gap analyses and resolve any identified gaps in the Supplier Database on the Accounting Systems.
- Perform demand management, market analysis and procurement strategies for the approved procurement plan in accordance with the Supply Chain Management Policy.
- Provide staff consultation and awareness training on procurement-related matters.
- Implement mechanisms to ensure cost control and procurement planning.
- Ensure purchases are in line with the delegations.
- Ensure compliance to user needs.
- Provide effective advises on all procurement related issues, within delegated authority and bearing in mind segregation of responsibilities.
- Administer contracts in accordance to its terms and conditions.
- Administer Tender Register in accordance to approved procurement plans.
- Ensure compliance with contracted requirements and deliverables.
- An appropriate Degree/National Diploma in Commerce (Accounting, Management, Supply Chain Management, Auditing, Economics) Public Administration or Equivalent qualification.
- Five (5) years' experience in Supply Chain Management of which two (2) years must be at a supervisor level.
