Support Services Supervisor

Summary

This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Space and Facilities. This position is responsible for the management and supervision of the delivery of field services to all DOL employees outside the National

Capital Region.

This position is Supervisory and outside the bargaining unit.

Help Duties

Current DOL policy requires on-site work at least 5 days per pay period. The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in New York, NY; Philadelphia, PA; Atlanta, GA; and Chicago, IL. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.
  • Assesses customer needs and expectations, establishes organizational priorities, evaluates services to improve customer service, and resolves problems that arise.
  • Expert skills in analysis of problems and the application of sound judgment to make recommendations or decisions for resolution of problems within customers' organizations or the incumbent's office.
  • Provides leadership and performs the full-range of supervisory responsibilities for subordinate staff.
  • Directs and oversees the planning, developing, and implementing of DOL programs in the field including acting as a consultant, technical advisor, and outreach coordinator.
  • Prepares and delivers presentations to groups of agency officials, managers, staff and other organizations on the details of Office of Field Operations programs, processes, and procedures.
  • Manages nationwide program of consultative, technical, training, outreach, and evaluative services for the Department of Labor agencies, Regional Executive Committees, and employee unions regarding operations for employees at all field-based work sites.
  • Performs other duties as assigned

Qualifications

You must meet the Specialized Experience to qualify for Support Services Supervisor, as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes: Applied knowledge and experience in the interpretation of policies, regulations, directives, and program objectives that address current and emerging needs in regional space project management and workplace transformation; Experience in interpreting and providing guidance on current and emerging needs in regional space project management and workplace transformation; Experience in analyzing problems and applying sound judgment and creativity to provide potent advice or decisions; Experience in leading a staff and providing critical guidance to officials.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
