Telecommunications Specialist

Summary

This Telecommunications Specialist position is located in the National Park Service - Interior Region 1 in the Information Technology & Management Division.

Duties

In this Telecommunications Specialist position, you will work for a dynamic, geographically-dispersed organization in which you will perform the following duties:
  • Developing plans for short- and long-term radio program objectives for the Region.
  • Providing authoritative policy interpretations, technical information and advice to managers and functional experts regarding their radio related/operational problems, functional needs, climatic & aesthetic impacts, and other radio system limitations.
  • Coordinating the execution of specific programs and/or joint procedures such as interagency interoperability and agreements.
  • Keeping statistical and technical records and reports, preparing, and maintaining electronic diagrams of systems, interfaces, and installations.
  • Researching new developments in the electronic field and incorporating improved methods and techniques in the design, operation, and maintenance of Radio Systems.
  • Preparing system designs that meet project requirements and cost estimates for proposed installations, improvements, or modifications, and recommending new equipment and systems.
  • Instructing operating personnel in technical operating details and in basic or routine maintenance checks; and ensuring electronic equipment is operating within assigned frequency ranges.
  • Developing and implementing a rotating schedule for park visitations in order to determine needs, establishing RF databases, conducting on-site system analysis, and assisting with solving any problems found with the systems.
  • Preparing computerized statements of status of income/expenditures and projects being worked on and/or completed and submitting them to the supervisor and/or the Superintendents of the serviced park units.
  • Providing technical and contracting advice to Contracting in the park areas or to the Regional Office for the consolidated purchase of RF equipment. Recommending and approving equipment for purchase and assisting parks in writing technical specifications for procurement of RF equipment.
  • Representing the National Park Service as a technical expert on interagency planning and problem-solving committees in multi-agency management areas of the North Atlantic-Appalachian Region.
  • Managing radio frequency spectrum authorizations for the region and requesting new and existing frequency authorizations in accordance with regulations and policies for serviced park units.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this Telecommunications Specialist, GS-0391-13 position, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience includes the following: 1) Interpreting and applying all laws, regulations, rules and policies governing the use of radio communications and wireless technology; 2) Providing sound recommendations to influence and determine radio and field communication technologies to meet mission requirements; 3) Devising methods, procedures, and approaches, which have agency-wide influence on radio communications and wireless communications for which there is a high level of official concern due to public safety, protection of personnel, management property or information, and emergency response; 4) Providing guidance in the design and installation of complex state-of-the-art land mobile radio (LMR) communications systems and associated radio-over-internet protocol (RoIP) networks; 5) Providing guidance in the design and buildout of radio communications tower sites and dispatch communications centers facilities physical infrastructure; 6) Providing guidance in the design and installation of dispatch communications centers radio communication console systems information technology (IT) infrastructure; 7) Providing technical guidance in the procurement of radio and field communications technologies; 8) Providing guidance in complying with cybersecurity regulations, policies, procedure and business practices which impact radio communications systems, networks, and operations, and 9) Serving as a Communications Unit Technician (COMT) to support the agency's All-Hazards and Wildland Fire Response Teams, and Special Events.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for positions classified to the 0391 occupational series at the GS-13 grade level.

Physical Demands: Moderate physical exertion is required including bending, climbing, lifting, and carrying test equipment. The position requires the ability to hike long distances, work at high elevations, and work long hours if necessary. It requires driving long distances in hazardous conditions, such as four-wheel drive access areas over steep and mountainous or rough high desert terrain. The position may require flying in helicopters and boating in varying weather conditions. The work performed in the office will be mostly sedentary with occasional bending, stooping, and lifting. The individual must possess the ability to withstand high stress caused by varied demands of the job.

Working Conditions: Work is performed for the most part in an office environment. Some fieldwork is required at remote locations including high elevations and extreme weather conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
