Position Description
SHE Manager
REPORTING TO

PURPOSE OF THE JOB
Plans, directs, and implements organisational safety, health, environmental and quality programmes. Plans and implements safety policies and procedures in compliance with Occupational Safety and Health rules and regulations. Plans and implements programmes to train managers and employees in work site safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials. Prepares studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies. Manage license condition IWULA & EMPR. ESG Reporting.
KEY PERFORMANCE AREAS
SHE Strategy
Define the strategic direction of the operation in relation to SHE and ensure cross functional alignment, and define the 3-year strategic plan and related budget. Develop and revise SHE strategic action plans in line with Tshipi e Ntle objectives and targets. Apply for and manage environmental licenses.
Risk Management Framework
Design, implement, and maintain an effective site-wide integrated risk management framework that includes the identification of priority unwanted events across operations and assist in the development of control strategies to mitigate unwanted risk exposures. Develop bowties for priority unwanted events and identify controls for implementation and continuous effectiveness verification. Oversee and ensure that integrated planning procedures are implemented that consider all risks and controls associated with execution processes., and integrate risk outcomes in well-designed work principles. Visualize risk controls for ease of identification and compliance, and oversee an effective change management process. Implement risk control verification processes to enable continuous evaluation of compliance.
SHE Management System
Define, design, lead, and manage the integration of SHE programmes and systems, including relevant SHE Awareness Programmes. Facilitate the development of the Safety, Health, Environment Management System in compliance with industry specifications, and its related implementation and maintenance. Develop, revise, and implement SHE project plans in line with the SHE strategy. Conduct investigations into workplace incidents, and communicate significant Incidents to all stakeholders. Plan, facilitate, and conduct SHE Management System reviews. Identify SHE training requirements and license requirements per job.
Business Partner Management
Manage the development, implementation, and continuous evaluation of a business partner management system that addresses the risks associated with outsourcing activities to contracting partners. Implement and manage business partner engagement and verification processes to continuously ensure compliance to legal
requirements and standards. Monitor and ensure effectiveness of business partner management through the following processes:
1.CONTRACTING STRATEGY
- Intent: Contractor strategy sets the context and desired outcomes for the business in relation to which contractor management processes and controls are developed
- DEVELOP A SCOPE OF SERVICES
- Intent: Through robust planning, the work requirement is clarified, the performance objectives and associated risks are defined and the optimal way of achieving the required outcomes is established.
- PRE-QUALIFICATION / TENDER AND SELLECTION
- Intent: To award the contract to the contractor best able to safely and cost effectively perform the work, meet the required performance objectives as well as to establish the required processes and controls to achieve these objectives.
- PRE-ON-BOARDING
- Intent: To mobilize contractors and their site and equipment safely, effectively, and efficiently to site.
- MOBILISATION AND EXECUTION
- Intent: To apply effective supervision and systems regarding performance management and continuous improvement so that the contracted work is completed as safely and effectively as possible.
- CONTRACT CLOSE-OUT
- Develop and maintain verification process to ensure that contractors activities are performed in compliance to legal requirements.
Demonstrate uncompromising commitment to the busiess culture transformation process. Safeguard and ensure that culture transformation KPIs are embedded are evident in all SHE processes i.e., VFLs, Inspections, Health, and Safety meetings etc. Manage and ensure that systems and processes are in place to enhance safety culture.
Employee Wellness
Manage the medical screening and onsite clinic activities. Oversee and ensure that comprehensive health risk assessments are conducted, key risks are identified, and control measures developed and implemented to reduce impact on business. Visualize risk health controls for ease of identification and compliance. Develop a comprehensive health management strategy to address chronic, fatigue and addictive behavior-related issues to ensure that trends remain controlled. Manage and implement effective health awareness campaigns to maintain awareness and encourage employee ownership for own health. Champion the implementation of an effective system of peer educators / wellness champions to provide foundational employee support and drive change.
Hygiene Management
Lead in ensuring that a system for hygiene management is implemented and maintained that measures impact of external environment on employee health. Oversee the conducting of a comprehensive risk assessment that identifies hygiene stressors, impact to employee health and recommends appropriate controls to mitigate these. Visualize hygiene risk and controls for ease of identification and compliance. Manage and ensure a link between medical surveillance and hygiene monitoring in determining the effectiveness of controls and monitoring strategies.
Quality
Improve the effectiveness and efficiency of the SHE Quality Management System. Manage documentation and records within the SHE Quality Management System. Develop and roll out SHE policies and procedures. Apply and continuously improve SHE policies and procedures. Conduct audits of the SHE Quality Management System. Comply with and enforce requirements of the SHE Quality Management System.
Financial Management
Define the capital requirements of the LOM & MTP. Manage the finances of the department and risk in own work/business environment, including preparing and managing expenditure against the budget. Manage and ensure controls are in place to mitigate material risks. Protect company assets (working capital and fixed assets).
Adhere to and enforce financial policies and procedures.
Technology
Identify ways technology can enhance the SHE management system. Digitise the various data parameters of the SHE department.
ESG Reporting
Develop Reporting Requiremen ts for a listed entity. Develop and manage the ESG strategy.
Minimum Qualifications Required
- Bachelor degree (NQF 7).
QUALIFICATION/S
- Bachelor degree (NQF 7): Environmental Control / Safety Management / Engineering / Maintenance
A valid certificate of fitness
