Qualifications

Specialized Experience Requirement

For the GS-05: Applicants must have one year of experience equivalent to at least the GS-04 grade level. Specialized experience is defined as greeting visitors and responding to phone and written inquiries personally or referring to other staff as appropriate; maintaining written records and files in hardcopy filing systems; and using word processing software and printing equipment to create, copy, edit, store, retrieve, and print standardized documents ensuring correct grammar, spelling, punctuation, and format.

OR

a bachelor's degree or 4 years of successfully completed education above high school. The education must have been obtained in an accredited college or university.

OR

a combination of specialized experience (equivalent to at least the GS-04 grade level) and successfully completed post-high school education (in excess of the first 60 semester hours). The education must have been obtained in an accredited college or university.

For the GS-06: Applicants must have one year of specialized experience equivalent to the GS-05. Specialized experience is defined as the majority of the following: Participating in general program support work such as the annual budget, financial, procurement, property, or other administrative instruments for the program; maintaining records and filing systems; providing information to visitors and callers; using automated software or tools to produce written materials.

OR

one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as Business or Public Administration or related to the work of the position). The education must have been obtained in an accredited college or university.

OR

a combination of graduate level education that is directly related to the work of the position (such as Business or Public Administration, or other administrative management fields related to the position being filled). The education must have been obtained in an accredited college or university.

For the GS-07 Applicants must have one year of experience equivalent to at least the GS-06 grade level. Specialized experience is defined as the majority of the following: Carrying out administrative processes to meet unit needs; receiving and reviewing all formal ingoing/outgoing correspondence for proper format, grammar, punctuation, etc.; using automated databases or software to produce reports and record information; establishing and/or maintaining manual and electronic records, or filing systems; producing written documentation, reports, or memos in final format.

OR

one full year (18 semester hours) of successfully completed graduate level education if the coursework is directly related to the work of the position. Graduate level major field of study/coursework must be Business Administration, Public Administration, or related to the work of the position. The education must have been obtained in an accredited college or university.

OR

a combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

Education can be used to qualify for the position. Transcripts must be attached if qualifying based on education.

Additional information

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.

PROMOTION POTENTIAL: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied or guaranteed.

This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
