Conditions of Employment

  • Position requires the use of firearms.
  • Position will be remote from candidates home. Due to large time zone difference between Guam and mainland U.S. candidates must reside within the following time zones to allow sufficient workday overlap with Guam.
  • Guam Standard Time, Hawaii Standard Time, Alaska Standard Time, Pacific Standard Time, and Mountain Standard Time.
Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

Basic Requirement

Degree: biological science that included
  • At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
  • At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
  • At least 9 semester hours in botany or the related plant sciences.
OR

Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience with Wildlife Damage Management (WDM) techniques and relieving human wildlife conflicts through direct WDM fieldwork or experience in supervision or project planning of a WDM program.
  • Experience interpreting wildlife regulations such as: Migratory Bird Treaty Act (MBTA); National Environmental; Policy Act (NEPA); Endangered Species Act (ESA) and other state or federal policies.
  • Experience using GPS, GIS technologies, and web-based systems for collecting, analyzing, and presentation of data.
OR

2 years of progressively higher level graduate education with an emphasis on Wildlife studies leading to a master's degree or master's or equivalent graduate degree.

Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience writing or supporting the development and implementation, of NEPA documents such as Environmental Assessments and Categorical Exclusions.
  • Experience applying for, maintaining, and tracking federal, state, and/or territorial depredation permits, and restricted use pesticide permits, along with producing annual take/pesticide use reports for the regulating agencies that issued these permits.
  • Experience providing technical advice to a variety of cooperators in person, by telephone, and via presentations at events.
OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
  • Position is remote with geographic restriction (Territory of Guam, and the following States: Hawaii, Alaska, Washington, Oregon, California, Nevada, Idaho, Montana, Wyoming, Utah, Colorado, Arizona, and New Mexico)
  • Worksite Information: This is a 100% remote position that must be located within the areas listed in the vacancy announcement. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
