Warehousing Systems Specialist

Chemonics seeks a Warehouse Systems Specialist for the anticipated Global Fund-funded Warehouse Management System (WMS) Specifications Project for the Public Health Supply Chain in the Republic of South Africa. The purpose of the South Africa WMS Project is to provide support to the National Department of Health (NDoH) and the State Information Technology Agency (SITA) in the Republic of South Africa to develop the WMS specifications. These specifications will be used as the base for the future procurement process of WMS which will be implemented at selected provincial depots in the Public Health Supply Chain.

The effort will involve Technical Assistance (TA) provided by a group of experts to collect the requirements from the stakeholders, to develop systems specifications and help in-country stakeholders to build the bidding documents. A state-of-the-art WMS will help Supply Chain managers to record, monitor and plan the inventory of health products more efficiently and achieve operational excellence. We are looking for individuals who have a passion for making a difference in the lives of people around the world. All candidates must possess fluency in oral and written English. Local South African professionals are preferred.

Principle Duties And Responsibilities
  • Consultation and consensus building with relevant stakeholders NDoH, SITA, the Global Fund and Provincial officials, and the identification of selected provinces that agree to this initiative
  • Develop the documentation of roles and responsibilities in the stakeholder matrix
  • Review documentation regarding selected provincial level public health supply chain warehouse management processes and warehouse management systems
  • Identify and document gaps in warehouse management processes and warehouse management systems (including interoperability, master data, data analysis etc.)
  • Elicit/gather comprehensive WMS requirements
  • Propose project management approach/framework, identify stakeholders and define roles and responsibilities for the entire project lifecycle, project roadmap, implementation and rollout plan, workforce development, etc., with relevant stakeholders for additional feedback and improvement
  • Identify and document required interoperability/integration between existing MIS systems that support the existing WMS (Financial software, HMIS, LMIS, etc.)
Job Qualifications
  • Bachelors degree in supply chain management, public health, or a related field is required; Masters degree preferred
  • Minimum 8 years providing technical guidance and oversight in supply chain management
  • Demonstrated experience strengthening health systems in South Africa and interacting with South African government officials at the national, provincial and district levels
  • Country or regional exposure and knowledge with deep technical, political and contextual understanding of country context, including the supply chain landscape
  • Proven knowledge of public and private health, supply chain management and relevant data systems, including experience reviewing, developing and/or implementing systems and data integration
  • Strong interpersonal, analytical and problem-solving skills
  • Excellent communication and visual presentation skills
  • Demonstrated leadership, versatility, and integrity
  • Fluent English oral and written communication skills are required
Duration Of Assignment

The estimated duration of this assignment will be maximum of 4 months, from July 2023 to 31st October 2023.

Location of Assignment:

The location of assignment is in Johannesburg, South Africa. Travel to provinces may be required.
